In Basketball When Chicago Bulls Have The Ball There Are No Drums. When The Pistons Have The Ball All Drums?

This doesn’t seem fair. Is Chicago cheating when they do this? Is this allowed in professional sports? In no other arena does this happen. Not it Detroit, not in Hockey, baseball or football.
